EU expresses support to Egypt’s Gaza reconstruction plan

CAIRO – 12 March 2025: European Union High Representative for Foreign Affairs and Security Policy Kaja Kallas commended the Arab backed Recovery and Reconstruction plan presented by Egypt at the extraordinary summit in Cairo on 4 March.

“It is a serious plan for discussions on the future of Gaza and we will be discussing these ideas with our Arab partners,” Kallas said at the annual UN Security Council session on EU-UN cooperation on Tuesday.

Kallas stressed the EU’s support of a future Palestinian state with Gaza as an integral part of it, pledging to work with the international community with regard to Gaza reconstruction.

The EU on Sunday welcomed the Arab-adopted plan, stating that “recovery and reconstruction efforts must be based upon a solid political and security framework acceptable to both Israelis and Palestinians, which provides peace and security to both sides.”

In a statement to comment on the plan, the EU emphasized its determination to ensure that Hamas will not play a future role in Gaza and will no longer be a threat to Israel.

The EU vowed to continue political and financial support to the Palestinian Authority and its reform program, paving the way for the PA return to Gaza governance.

Arab leaders meeting in Cairo on 4 March adopted the $53 billion Egyptian plan to rebuild Gaza through a five-year timeframe, while ensuring Gaa residents remain on their lands.

Palestinian President Mahmoud Abbas said during the summit that the PA will reassume control over the Gaza Strip under the plan.
