Pres. Sisi reveals Egypt’s plan for Gaza reconstruction

CAIRO – 5 March 2025: Egyptian President Abdel Fattah El Sisi chaired on Tuesday the Extraordinary Arab Summit, held upon the request of Palestine in the New Administrative Capital to discuss developments of the Palestinian cause in light of the Israeli aggression on Gaza.

In his opening speech President Sisi addressed the Arab leaders attending the Summit saying that: “today, we are united by a painful reality, in light of the enormous challenges facing our region, which are almost destroying regional security and stability, dissipating what remains of the foundations of Arab national security, threatening stable Arab countries, and seizing Arab lands from their owners, without any legal or religious basis.”

“The memory of humanity will pause for a long time, in front of what happened in Gaza, to record how humanity as a whole lost, and how the aggression on Gaza left a stigma in the history of humanity, entitled: ‘Spreading hatred, inhumanity, and the absence of justice’,” Sisi said.

He added that the fierce war on the Gaza Strip aimed to destroy aspects and means of life, and sought by force of arms to empty the Strip of its inhabitants, as if it were giving the people of Gaza a choice between certain annihilation or forced displacement, a situation of which was confronted by Egypt, based on its historical position, supporting the rights of the Palestinian people on their land.

“The determination of the Palestinian people and their persistence to stay in their land is an example of steadfastness in order to restore rights,” President Sisi said

Sisi confirmed that “Egypt, which has inaugurated peace in the region since nearly five decades, and has been keen on it, knows nothing but peace based on right and justice, which protects resources, safeguards the land and preserves sovereignty.”

“This is what was stated - in an unambiguous manner - in the peace treaty concluded by Egypt in 1979 which obligated each party to respect the sovereignty of the other and the integrity of its territories..., Out of our keenness on regional security and stability, Egypt has sought since the first day of the war on Gaza to reach a ceasefire, in cooperation with its brothers in Qatar and friends in the United States. This would not have been achieved without the appreciated efforts of President Donald Trump and his administration, which we hope will continue, with the aim of achieving a sustainable ceasefire in Gaza, continuing the calm between the two sides, and giving hope to the Palestinian people to establish their independent state, for the sake of lasting peace in the region among all peoples.” President Sisi said in his speech.

The Egyptian President affirmed that Egypt also worked, in cooperation with Palestine, to form an administrative committee of independent Palestinian professionals and technocrats, entrusted with managing the Gaza Strip, based on the expertise of its members, so that this committee would be responsible for supervising the relief operations, and managing the affairs of the Strip for a temporary period, in preparation for the return of the Palestinian Authority to the Strip.

Additionally, Egypt is working on training Palestinian security cadres, who must assume the tasks of maintaining security within the Strip, during the next phase.

Regarding Gaza reconstruction, President Sisi revealed that Egypt, in cooperation with Palestine and international institutions, worked to formulate a ‘comprehensive and integrated plan for Gaza reconstruction without displacing Palestinians’, starting with urgent relief operations, leading to the process of rebuilding the Strip.

President Sisi called upon all countries to adopt the comprehensive plan and mobilize regional and international support for it.

Moreover, he announced that Egypt will be hosting a reconstruction conference on April 2025, calling on all ‘free and friendly countries to contribute to this path, and to participate effectively in the reconstruction conference’ and the Gaza Strip supporting fund expected to be established to help Palestinian families.

The Egyptian President confirmed the importance of expressing ‘absolute rejection and condemnation’ of the attacks and violations against Palestinian people in West Bank. He also strongly rejected and warned against the consequences of the continued attacks on Al-Aqsa Mosque.

He stressed that “there will be no real peace without the establishment of the Palestinian state, and peace will not come by violence and it cannot be imposed by force.”

“The independent Palestinian state must be established on the lines of June 4, 1967, with East Jerusalem as its capital, while providing all the necessary guarantees at the same time to preserve Israel's security,” Sisi said.

He concluded his speech saying that: “It is time to adopt a serious and effective political path leading to a just and permanent solution to the Palestinian issue, in accordance with international legitimacy resolutions. And I am certain that President Trump is capable of doing this, in light of our sincere desire to put an end to the tensions and hostilities in our region.”

CAIRO – 5 March 2025: Arab leaders commended on Tuesday Egypt’s plan for Gaza reconstruction announced by President Abdel Fattah al Sisi, renewing their rejections for all attempts to liquidate the Palestinian cause or to displace Palestinian people.

This came during the leader’s speeches at the extraordinary Arab summit hosted in Cairo to discuss developments in the Palestinian issue,

In his speech, King Abdullah II of Jordan affirmed Jordan's support for the Gaza reconstruction plan and its complete rejection of all attempts to displace Palestinians in the West Bank and Gaza.

The King stressed the importance of sustaining the ceasefire in Gaza and ensuring the implementation of all its stages.

He also confirmed Jordan's rejection of the Israeli decision to prevent the entry of humanitarian aid into Gaza.

The Jordanian King called for the preparation of a clear and implementable vision for the management of Gaza and linking it to the West Bank, and reiterated Jordan's rejection of any measure aiming to liquidate the Palestinian issue and undermine the two-state solution.

Rashad Mohammed Al-Alimi, Chairman of the Yemeni Presidential Leadership Council, said: “We affirm our support for Egypt, Jordan and the Arab plan to rebuild the Gaza Strip with the participation of the Palestinian people.”

He confirmed in his speech the right of the Palestinian people to establish their fully sovereign state. Rejecting all displacement and settlement plans.

“Palestine will remain the central issue in the Arab region and we affirm the need to work on the two-state solution to enhance peace, stressing the need to mobilize positions supporting the Palestinian people and their just cause,” Al-Alimi said.

Lieutenant General Abdel Fattah Al-Burhan, Chairman of the Sudanese Sovereignty Council, praised the Egyptian initiative calling for summit to be hosted in Cairo to coordinate positions on the Palestinian issue, stressing Sudan's firm and supportive position for the Palestinian people in order to establish their independent state on the borders of June 4, 1967.

He added during his speech at the emergency Arab summit in Cairo on the developments of the Palestinian issue: “We categorically reject any plans aimed at displacing Palestinians from their land and declare our full support for the Egyptian-Arab initiative aimed at rebuilding Gaza without displacing its residents.”

Syrian President Ahmed al-Sharaa said that Syria's return to the Arab League is a ‘historic moment’, adding that, “Arab action must be strengthened and Arab solutions must be sought for our common crises.”

He added during his speech at the emergency Arab summit in Cairo to discuss developments in the Palestinian issue: “The region faces political and economic challenges that can be overcome through joint cooperation. And Syria is determined to build a better future for its people and the Arab nation.”

The Syrian president affirmed that the displacement of Palestinians is an attempt to double the suffering of the Palestinian people, which represents a threat to the Palestinian people and the entire Arab nation. “We stand with the Palestinian people towards freedom and justice,” Syrian President said.

I look forward to working with our Arab brothers, President Trump and the international community to adopt a plan that aims for a comprehensive and just settlement of the Palestinian Issue, ends the root causes of the Israeli Palestinian conflict, guarantees the security and stability of the peoples of the region and establishes the Palestinian State.”

Sisi expresses support to Palestinian Authority reforms, calls for formation of Gaza community support committee

CAIRO – 5 March 2025: President Abdel Fattah El-Sisi stressed Egypt’s continued efforts to achieve consensus among Palestinian factions, emphasizing support for the recent announcement of the formation of the Gaza community support committee.

Sisi made the remarks in a meeting with Palestinian President Mahmoud Abbas on the sidelines of the extraordinary Arab summit dedicated to Palestine, held in the New Administrative Capital on Tuesday.

The summit brought together Arab leaders to endorse Egypt’s plan for the reconstruction of Gaza, reiterate firm rejection of schemes to relocate Palestinians outside their lands and advocate for an end to the Israeli occupation and the implementation of a two-state solution.

The Gaza community support committee, agreed upon by Fatah and Hamas last December based on an Egyptian proposal, is set to be responsible for running the strip post-war.

Participants at the summit welcomed the Palestinian decision to form the Gaza governance committee operating under the umbrella of the Palestinian government for a transitional period. This comes in parallel with empowering the Palestinian Authority to reassume responsibilities in Gaza.

President Sisi during the summit underlined Egypt’s efforts to form “an administrative committee comprising Palestinian professionals and independent technocrats, entrusted with managing the Gaza Strip.”

He added that this committee will be responsible for managing Gaza for a temporary period and supervising the relief process, in preparation for the return of the Palestinian Authority to the enclave.

During his meeting with Abbas, Sisi emphasized Egypt's support for the Palestinian Authority and continued Egyptian efforts to achieve Palestinian national consensus, including the formation of the committee and the completion of the remaining reforms announced by Abbas within the authority.

Such reforms include the establishment of the position of Vice President of the Palestinian Authority, the issuance of a decision to grant a general amnesty to those dismissed from Fatah as part of the Palestinian reunification efforts, as well as reaching understandings to protect the Palestinian cause from the significant challenges it faces during this delicate historical phase.

Sisi reaffirmed Egypt's unwavering and continuous support for the Palestinian people and their just cause.

He expressed Egypt's rejection, both from its leadership and its people, of the displacement of Palestinians from their lands and all forms of Israeli escalation against the Palestinian people, whether in Gaza or the West Bank.

Regarding Gaza ceasefire, Sisi emphasized the ongoing Egyptian efforts to ensure the implementation of the agreement in its three phases.

He renewed Egypt’s support to the two-state solution, stating that there is no alternative to establishing the Palestinian state based on the borders of June 4, 1967, with East Jerusalem as its capital.

He highlighted the establishment of the Palestinian state as the only guarantee for achieving lasting stability and peace in the region.

CAIRO – 5 March 2025: Egypt’s President Abdel Fattah El Sisi met with his Syrian counterpart Ahmed Al Sharaa on the sidelines of the extraordinary Arab Summit held on Tuesday in the New Administrative Capital.

During the meeting, President Sisi expressed Egypt’s keenness to support the Syrian people, help achieve their aspirations, and take into account their will and choices to achieve stability and development, noting the importance of launching a comprehensive political process that includes all components of the Syrian people.

The official spokesman for the Presidency Ambassador Mohamed El-Shenawy, revealed that the President emphasized Egypt's keenness on the unity and integrity of Syrian lands, stressing Egypt's rejection of any encroachment on Syrian lands.

For his part, the Syrian President expressed his keenness to start a new page of brotherly relations with Arab countries, especially Egypt, indicating his desire to work together with Egypt to achieve the interests of the two countries and the Arab nation, and appreciating Egypt's efforts in supporting the unity and integrity of Arab lands and restoring regional stability.
