CAIRO - 13 August 2025: Egyptian President Abdel Fattah El-Sisi and his Ugandan counterpart, Yoweri Museveni, witnessed the signing of five cooperation agreements and memoranda of understanding (MoUs) between the two countries at Al-Ittihadiya Palace on Tuesday.
This came during the Ugandan President’s visit to Egypt.
Below are the highlights of the five MoUs signed between the two countries:
First: An agreement on mutual exemption from visa requirements for holders of diplomatic, special, and service passports that was signed by Dr. Badr Abdelatty, Minister of Foreign Affairs, Immigration, and Egyptian Expatriates Affairs, and Kahinda Otafiri, Minister of Internal Affairs, on behalf of Uganda.
Second: A Memorandum of Understanding (MoU) signed on cooperation in the field of diplomacy and institutional development between the Institute of Diplomatic Studies at the Ministry of Foreign Affairs, Immigration, and Egyptian Expatriates Affairs and the Ugandan Ministry of Foreign Affairs. It was signed by Dr. Badr Abdelatty Minister of Foreign Affairs, and Henry Okolo, Minister of State for International Affairs at the Ugandan Ministry of Foreign Affairs.
Third: A Memorandum of Understanding (MoU) on supporting the Ugandan Prime Minister's Office (Lwero District) in enhancing livelihoods through water for production, fruit processing, and improving household incomes for civilian veterans between the Egyptian Ministry of Agriculture and Land Reclamation and the Ugandan Prime Minister's Office (Lwero Triangle). The MoU was signed by Alaa El-Din Farouk, Minister of Agriculture and Land Reclamation, and on the Ugandan side by Alice Kaboyo, Ugandan Minister of State for the Luwero Triangle and Rwitzuri District in Uganda.
Fourth: A MoU on strengthening bilateral investment relations between the General Authority for Investment and War Zones in Egypt and the Uganda Investment Authority. It was signed by Eng. Hassan El-Khatib, Minister of Investment and Foreign Trade, and Matia Kasaija, Minister of Finance, Planning, and Economic Development of Uganda.
Fifth: A MoU on implementing the Integrated Water Resources Management Project within the framework of the Egyptian Initiative for Development in the Nile Basin Countries between the Egyptian Ministry of Water Resources and Irrigation and the Ugandan Ministry of Water and Environment. It was signed by Dr. Hani Sweilem, Minister of Water Resources and Irrigation, and Atem Beatrice Anyuar, Ugandan Minister of State for Water and Environment.
