Parliament Grants the Mandate

House Speaker Hisham Badawi announced the approval at the conclusion of closed parliamentary sessions, describing the decision as a reflection of Egypt's constitutional responsibilities, national security priorities and longstanding commitments to Arab countries.

The authorization followed an agreement reached by Egypt's National Defense Council during its October 18, 2026 meeting.

Badawi said parliament had convened at President El-Sisi's request to consider granting him authority to take measures deemed necessary to defend Saudi Arabia's security should circumstances require such action.

A Constitutional Security Decision

The mandate places any potential Egyptian support within a formal constitutional framework involving the presidency, National Defense Council and parliament.

The House Speaker said the decision demonstrated Egypt's ability to respond to major regional challenges through its constitutional institutions while safeguarding its national interests.

He described the parliamentary approval as an expression of national and constitutional responsibility, emphasizing that Egypt's position toward Saudi Arabia reflects its broader commitment to Arab security.

Badawi stressed that any measures taken under the authorization would follow coordination between Egypt and Saudi Arabia.

Saudi Security as Egyptian National Security

The House Speaker reaffirmed Egypt's longstanding position that the security of Gulf Arab states, particularly Saudi Arabia, is an integral part of Egyptian national security.

Arab Security Principle

Egypt maintains that the security of Saudi Arabia and the Arab Gulf is directly connected to its own national security and to wider regional stability.

Badawi said the parliamentary decision sent a message about Egypt's commitment to protecting its national interests and fulfilling what he described as its historical responsibilities toward fellow Arab countries.

A Defensive Military Doctrine

Badawi emphasized that Egypt's military doctrine is based on defense rather than aggression, alongside respect for state sovereignty and non-interference in other countries' internal affairs.

Purpose: Defense of Saudi territory, sovereignty and holy sites

Coordination: Measures to be taken jointly with Riyadh

Doctrine: Defensive rather than aggressive military action

Principle: Respect for sovereignty and non-interference

He said Egypt, under President El-Sisi, has repeatedly made clear that it does not seek war or involvement in military conflicts.

Instead, he added, Egyptian state institutions remain committed to promoting peace, security and stability throughout the Arab region.

Authorization, Not Automatic Escalation

The parliamentary decision provides constitutional authority for defensive measures if required; it does not by itself mean that such measures will automatically be carried out.

Diplomacy Remains the Preferred Path

Despite the parliamentary authorization, Badawi expressed hope that ongoing diplomatic efforts would produce a mechanism capable of ending the military conflict and preserving regional peace.

He emphasized that Egypt continues to favor diplomatic solutions and remains committed to preventing further regional escalation.

Defense Alongside Diplomacy

Egypt's position combines readiness to support Saudi Arabia's defense with continued efforts to prevent further escalation and pursue a diplomatic resolution to the regional conflict.

The House Speaker concluded by reaffirming parliament's approval of the presidential mandate in accordance with the National Defense Council's October 18 decision.

The authorization allows El-Sisi to take necessary measures, in coordination with Saudi Arabia, to support the kingdom's defense against external attacks if required.
