Egypt's Administrative Control Authority launches follow-up report on its anti-corruption strategy Tue, Oct. 12, 2021
AIRO – 12 October 2021: Egypt’s Administrative Control Authority announced a report on the results of a follow-up on the implementation of the National Anti-Corruption Strategy 2019-2022.

The report cited nine goals were set, upon which the implementation of the strategy during the year 2020 has been analyzed in numbers.

The release of the report came in implementation of President Abdel Fattah El-Sisi’s directives to publish the results of the follow-up to the national anti-corruption strategy for all, and to confirm the commitment of the state and its institutions to full transparency in presenting what has been achieved from the strategy.



Brief on the strategy:

The first year, 2019, targeted the implementation of 39 percent of the total strategy, with a rate of 06.36 percent and a success rate of 46.92 percent, while the second year, 2020, targeted the implementation of 06.32 percent of the total strategy, including 36.23 percent, with a success rate of 86.72 percent.

The plan also targeted following up on 94.2 percent of the implementation process during 2019; the follow-up resulted in the implementation of 17.1 percent of the strategy, bringing what was implemented during the first and second years to 59.60 percent of the total strategy, with a success rate of 27.85 percent.

Below are detailed results of the anti-corruption strategy achieved during the year 2020, based on implemented procedures of each of nine goals set:



First goal: Developing efficient administrative apparatus

The first goal represents 16 percent of the strategy, and the target is to implement 95.2 percent of the total strategy during the year 2020.

The results showed that the percentage of implementation of the procedures of the first goal reached 27.1 percent during the year 2020, with a success rate of 05.43 percent of the first goal.



Second goal: Providing high quality public services

The second goal represents 11 percent of the strategy, and the target is to implement 38.2 percent during the year 2020.

The results showed that the percentage of implementation of the procedures of the first goal reached 9.1 percent during the year 2020, with a success rate of 8.79percent of the second goal.



Third goal: Activating Transparency and Integrity Mechanisms

The third goal represents 13 percent of the strategy, and the target is to implement 08.2 percent during the year 2020.

The results showed that the percentage of implementation of the procedures of the first goal reached 83.1 percent during the year 2020, with a success rate of 98.8 percent of the third goal.



Fourth goal: Develop the legislative structure that supports anti-corruption efforts

The fourth goal represents 11 percent of the strategy, and the target is to implement 75.9 percent of the total strategy during the year 2020.

The results showed that the percentage of implementation of the procedures of the first goal reached 5 percent during the year 2020, with a success rate of 28.51 percent of the fourth goal.



Fifth goal: Modernizing judicial procedures to achieve prompt justice

The fifth goal represents 6 percent of the strategy, and the target is to implement 13.2 percent during the year 2020.

The results showed that the percentage of implementation of the procedures of the first goal reached 03.2 percent during the year 2020, with a success rate of 31.95 percent of the fifth goal.



Sixth goal: Support law enforcement agencies to prevent and combat corruption

The sixth goal represents 11 percent of the strategy, and the target is to implement 25.3 percent during the year 2020.

The results showed that the percentage of implementation of the procedures of the first goal reached 5.2 percent during the year 2020, with a success rate of 92.76 percent of the sixth goal.



Seventh goal: raise societal awareness of the importance of preventing and combating corruption

The seventh goal represents 15 percent of the strategy, and the target is to implement 58.3 percent during the year 2020.

The results showed that the percentage of implementation of the procedures of the first goal reached 39.3 percent during the year 2020, with a success rate of 69.94 percent of the seventh goal.



Eighth goal: Activating international and regional cooperation in preventing corruption

The eighth goal represents 10 percent of the strategy, and the target is to implement 44.2 percent during the year 2020.

The results showed that the percentage of implementation of the procedures of the first goal reached 44.2 percent during the year 2020, with a success rate of 100 percent of the eighth goal.



Ninth goal: Engaging civil society organizations

The ninth goal represents 7 percent of the strategy, and the target is to implement 5.3 percent during the year 2020.

The results showed that the percentage of implementation of the procedures of the first goal reached 3 percent during the year 2020, with a success rate of 71.85 percent of the ninth goal.
