Egypt’s PM Madbouli reviews Gov't policies in last 2 years before 2021’s parliament Mon, Jan. 18, 2021
CAIRO - 18 January 2020: In his first appearance before the new House of Representatives, Egypt's Prime Minister Mostafa Madbouly said the government managed to implement 100 percent of its economic reform program and reviewed achievements in various filelds, including success in mitigating the impacts of the coronavirus amid tough times.

He started his speech thanking the previous parliament members saying that the government collaborated with them and helped them during a very important period in which the country faced the threat of Covid-19 pandemic. He also thanked pervious speaker Ali Abdel Aal.

Madboli added that the parliament helped the government to avoid the hard effects of COVID-19 which affected the whole world during the past period. He said that Egypt was one of the best countries in the world in dealing with COVID-19 pandemic after allocating up to LE 100 billion to confront the repercussions of the coronavirus and increase the wages of workers.

The primes minster noted that Egypt to is expected achieve self-sufficiency in petroleum products by 2023, after achieving self-sufficiency in natural gas in 2019.

He said that the government managed to achieved self-sufficiency in energy with investments exceeding LE34 billion during the past four years.

Regarding the national projects the government implemented, Madboli noted that it managed to upgrade Egypt’s international rankings in Road Quality Index was with 90 points.

Egypt’s Poverty rate decreased to 29 percent according to Madboli’s speech in which he explained that the inflation rate fell for the first time in 14 years to 5.7 percent as well. And Despite the sever affects of coronavirus, the government managed to control the unemployment rate according to the PM.

“The government implemented 100 percent of the economic reform program” Mdbouli said, adding: “Before COVID-19 pandemic the unemployment rate decreased to 7.7 percent, however it rose again to 9% last year and eventually we were able to return to 7 percent again.”

The PM noted to the implementation of the comprehensive health insurance system which was launched in December 2019 in Port Said and then later launched in South Sinai, Luxor, Ismailia, and Aswan.

Madboli affirmed that the government will continue implementing the system in the first phase governorates during 2021.

Last December, finance Minister Mohamed Maait held a press conference to review the achievements of the system saying that Egypt has achieved the dream of having an integrated, affordable, and reasonable healthcare through implementing the national comprehensive health insurance project, adding that President Abdel Fattah El Sisi had always asserted the imperative of providing all facilities for the system to ensure its financial solvency, sustainability, and flexibility.

He explained that the system provides 51 healthcare service providers, including eight hospitals, 20 initial care units, and 10 central healthcare units.

"The system has not set a limit of spending on either healthcare or medical services provided to beneficiaries. The substance of the system is to provide inclusive healthcare while alleviating financial burdens shouldered by the citizens,” said Maait

Regarding the country’s National Security File, Madbouli said that the government managed to achieve and maintain security and stability as it continues its efforts to counter terrorism and extremism.

Madbouly told the parliament that Abdel Fatah al-Sisi instructed to develop all villages, canals and introduce modern irrigation systems on 4 million feddan over the course of three years, with a total of L.E. 500 billion will be allocated for this purpose.

He added also that secured the return of more than 30,000 nationals from 100 different cities abroad during the COVID crisis, as it supported tourism sector which was the most affected sector by COVID-19, with L.E. 85 billion and an exceptional grant of L.E. 1,500 for irregular workers.

After concluding his speech, Counselor Hanafy El Gebali, Speaker of Parliament, thanked the Prime Minister for his statements saying that the government achievements ‘reflects the ambitious vision of President Abdel Fattah El-Sisi’.

Former Chief Justice of the Supreme Constitutional Court Chancellor Hanafy Ali El Gebali was elected, on January 12 as the new Speaker of Egypt’s House of representatives.

“I come from a very simple family in Upper Egypt.” Gebali said in his nomination speech during the inaugural session.

He added that he served as the former president of the Constitutional Court, holds a doctorate in constitutional law. “I began my life as the Deputy of Attorney General, then moved to the State Council, and appointed to the Constitutional Court”, the newly-elected speaker said

Gebali was nominated to the post by the National List for Egypt, which has the majority of Egypt's 2021 parliament with up to 284 seats.

Other three candidates competed Gebali for the Speaker’s post, including former official at the Administrative Control Authority Mohamed Salah Abou Hemela, Medical doctor Ahmed Abdel Hakim Youssef Darag and Mohamed Medina, member of Al Wafd Party.

Members of the parliament casted their ballots electing the new speaker during the inaugural session of Parliament 2021, which was headed by Farida Shobashi as the oldest member. She is also the first woman to chair the opening session of the House of Representatives.

Last December, the Egyptian National Elections Authority The Egyptian National Elections Authority (NEA) announced, the final result of the House of Representatives runoff vote, declaring the names of winners of 100 seats for the run-off.

On December 7and 8, 2020, the runoff voting in the second phase of House of Representatives polls kicked off with 202 candidates vying to fill 101 seats at a total of 9,468 polling stations in 13 governorates. The second phase of the polls conducted in the governorates of Cairo, Qalyubiya, Daqahliya, Menufiya, Gharbiya, Kafr el Sheikh, Sharqiya, Damietta, Port Said, Ismailia, Suez, North Sinai and South Sinai.

The first phase of the election was held for Egyptian expats abroad from 21 to 23 October and locally from 24 to 25 October. National Elections Authority held a press conference to announce the results of the first round of the first phase of voting in the 2020 House of Representatives Elections.

After the inaugural session of 2021’s parliament, the MPs summoned the Prime Minister and his cabinet ministers, to present issue a full report on the government achievements during the past four years in accordance with the constitution.
