CAIRO – 2 July 2025: The Ministry of Finance has announced that the government will start paying out 50% of overdue export payments related to shipments delivered before June 30, 2024.
Starting from August 7, 2025, eligible exporters will start receiving their dues in cash, with the total amount to be paid reaching LE 30 billion.
These payments will be made gradually over a four-year period starting from the 2025/2026 fiscal year, according to a statement by the Minister of Finance, Ahmed Kouchouk.
Around 2,400 exporting companies are expected to benefit from this disbursement, which will be facilitated through four major banks: the National Bank of Egypt, Banque Misr, Banque du Caire, and the Export Development Bank of Egypt.
The Ministry has already initiated the execution of this process in coordination with the Export Development Fund.
To settle the remaining 50% of dues, a clearing mechanism will be applied that offsets exporters’ debts to various government entities such as the Tax Authority, the Customs Authority, Social Insurance, the Electricity Holding Company, and natural gas providers.
According to Nevine Mansour, Advisor to the Minister of Finance for Institutional Economic Affairs, this dual model is designed to accelerate the settlement process while supporting exporters in managing their outstanding obligations.
Between 2019 and 2024, the government disbursed nearly LE 70 billion in export support to more than 2,800 exporters.
Building on this, the Ministries of Finance and Trade and Industry have introduced a newly restructured export rebate program for the 2025/2026 fiscal year. The new program represents a significant shift in how export support is delivered, with the total budget doubled to LE 45 billion.
Out of this amount, LE 38 billion will be distributed among key export sectors, while LE 7 billion will be reserved as a flexible fund for strategic and high-potential uses.
